Job Description

The Community Services Department is seeking an energetic person to perform responsible supervisory, administrative, and technical work in support of the City of Dover’s Utility Division of Community Services. Primary responsibilities include oversight and management of the Utilities staff responsible for the maintenance and operations of the water and sewer distribution and collection systems; oversight of the City’s Water Service Line Inventory compliance program; planning, scheduling, and supervising crews and contractors; engaged in water utility inspection; maintenance; sewer system operations; and compliance activities to ensure the safety, accuracy, and reliability of the public water and sewer system.

This is a full-time, 40 hour per week, non-exempt position. Excellent full-time benefit offerings! $1402.80 to $2032.40 per week.  Position is open until filled.

DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):

1. Prioritizes and assigns work and equipment to Working Foremen or Maintenance Specialists according to project, equipment or workforce needed.
2. Modifies methods, procedures and priorities to meet changing conditions and determines materials and equipment needed to complete job, consulting with other supervisors and contractors on major changes.
3. Interprets work orders, specifications, or other instructions, and explains required procedures to staff as needed and continuously inspects work in progress for conformance to plans and instructions; checks for and ensures employee safety.
4. Receives and investigates utility-related complaints from residents, such as water quality, taste & odor, sewer blockage, possible leaks, etc; dispatches crews as warranted to address concerns.
5. Maintains records and prepares reports on completed work; reviews and approves time cards; schedules and approves leave requests; evaluates performance of subordinates.
6. Keeps Community Services Director and Deputy Director advised of unusual problems or delays; works with supervisor in planning work priorities and developing details for carrying out projects.
7. Operates heavy and light vehicular equipment, if needed and properly trained to do so.
8. Instructs assigned personnel in proper working methods and assures that all safe work procedures and protective measures associated with assigned work are taken.
9. Establishes and maintains effective working relationships with employees, other departments and agencies, and the general public.
10. Maintains familiarity with and executes safe work procedures associated with assigned work.
11. Supervises the Water Service Line Inventory field investigations, ensuring compliance with all State and Federal regulations. Oversees targeted potholing and other investigative techniques to determine material composition of water service lines.
12. Directs and oversees field inspections of water meters, water services, and related infrastructure to identify and correct deficiencies.
13. Coordinates the renewal of water services, including scheduling, permitting, inspection, and quality assurance.
14. Provides oversight of staff engaged in sewer system maintenance, repair, and emergency response activities, including blockages, backups, and routine inspections.
15. Maintains accurate records of inspections, renewals, meter testing, sampling results, and sewer system maintenance; prepares compliance reports for the Water Chief Operator and regulatory agencies as required.
16. Assists in the development and implementation of procedures, methods, and standards for water and sewer utility field operations.
17. Remains available to respond to emergency utility situations, including after-hours water main breaks, sewer backups, or service interruptions.
18. Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Thorough knowledge of water utility systems, including service line materials, water meters, and sampling protocols. Strong understanding of Federal and State drinking water regulations, including service line inventory and sampling requirements. Knowledge of sewer collection system maintenance and emergency response practices. Considerable knowledge of methods, materials and equipment used in construction, maintenance and repair of water distribution and wastewater collection systems; considerable knowledge of hazards and safety precautions common to machinery and equipment required in utility maintenance; some knowledge of the principles of engineering as they apply to utility construction projects. Ability to plan, organize, and direct the work of others engaged in technical and field-related water and sewer utility activities. Knowledge of hazards and safety precautions related to excavation, confined space entry, water sampling, and sewer system maintenance. Ability to interpret plans, specifications, regulations, and work orders. Ability to organize, coordinate and supervise the work of others; ability to establish and maintain effective working relationships with employees, contractors, the public and other departments; ability to communicate effectively both orally and in writing; ability to prepare reports and maintain records.

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: High school diploma or equivalent required; supplemented by courses in wastewater treatment and collection and water treatment and distribution. At least five (5) years of progressively responsible experience in water or sewer utility operations, including two (2) years in a supervisory or lead capacity, or any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities. Must maintain valid NH CDL-B with air brake and tanker endorsements, CDL-A with endorsements preferred. Must maintain certificate in Wastewater Collection, Grade IV and NH Water Distribution, Grade III. Water Treatment, Grade I and/or Wastewater Treatment, Grade I certification preferred.
