Qualifications
- Doctor of Jurisprudence from an accredited law school.
- Member in good standing of the Florida Bar.
- Admitted or eligible for admission to the bar of the United States Federal District Court for the Middle District of Florida.
- Florida Bar Board Certification in relevant area of legal service preferred.
- Four (4) years of experience as a practicing attorney with two (2) years of experience in relevant area of legal service.
- Proven experience successfully managing multiple business functions in a leadership capacity preferred.
Such alternatives to the above qualifications as the Board may find acceptable.

- Knowledge of and ability to interpret and apply federal state and local statutes laws regulations rules policies procedures and current research-based best practices governing public education and the functional area of assignment.
- Knowledge of HIPAA Public Records Sunshine Law FERPA and other laws/regulations related to student and employee privacy public information and records retention.
- Knowledge of relevant area of legal service.
- Ability to analyze data and use data-driven decision making to assist with implementation of effective programs.
- Ability to maintain a professional demeanor during stressful and highly visible situations.
- Ability to represent the District in complex litigation administrative proceedings and arbitrations.

Responsibilities
- Serve as in-house counsel providing legal services primarily related to litigation of claims against the District.
- Advise the Superintendent and District staff on all legal matters affecting the District.
- Represent or provide for the representation as required in litigation administrative proceedings arbitrations mediations and other proceedings.
- Draft and negotiate agreements with parties engaged in business with the District.
- Draft and negotiate interlocal agreements with county and municipal governments.
- Draft and negotiate interagency agreements with state and federal agencies as needed.
- Cross-train and provide legal support in relevant area of legal service to other members of Legal Services.
- Work closely with the School Board Attorney and General Counsel to meet the legal needs of the School District and School Board.
- Conduct and oversee legal research prepare and render legal opinions and answer legal questions as requested by the Superintendent and District staff.
- Prepare position statements and other documentation for submission as related to complaints filed against the District; maintain a database related to the same.
- Develop and maintain template documents and assist staff in preparing a variety of legal documents to include contracts agreements memorandums of understanding and other items.
- As needed serve as parliamentarian at School Board meetings and act as legal advisor to the School Board at quasi-judicial hearings.
- Work with the School Board Attorney and General Counsel to develop and implement of risk mitigation strategies.
- Review and recommend appropriate changes to policies contracts and procedures to ensure compliance with applicable federal state and local laws and Department of Education rules and policies.
- Ensure compliance with publication notices and updates.
- Conduct applicable in-service training on legal issues for the District.
- Maintain confidentiality of privileged attorney-client matters.
- Practice and maintain high standards of ethics honesty and integrity in all professional matters.
